A church is not a small commercial building with a steeple on it. The board is made of volunteers who can be held personally liable. The replacement cost of a sanctuary built in 1912 has almost nothing to do with what it would sell for. Offerings are counted by hand, which is a theft exposure most policies treat as an afterthought.
